How to request a non-filing letter (IRS)?

My school needs this for my financial aid.

They told me to call a number. but it's always busy.

Are there any other way to request a non-filling letter quickly?

Find a local office of the IRS.  This site will get you started with locating one.  You may need to go there and pick it up.

go by the local IRS office in  your  city and they will provide the print out while you wait, take ID with you.
