How to resize my photo in JPG format in order to upload to my jobstreet, my resume? Thank you.?

I need to know the step by step guideline because I have tried so many but not successful.

Have you tried opening it in paint and resizing it by going to Image and then resize/skew... then you just put in a percentage and it will resize it. Try it!
