  1. Right click on the task bar

    Select Properties

    Click the 'Start Menu' tab

    Click Customize

    Click the Advanced tab

There should be something that says "Start Menu Items" and the first section should be control panel.

  2. right click on the task bar.select properties.from there select start menu tab.click on customize.then select advanced.then select ontrol in displayed box and select display as a link.

  3. I think it's there

  4. Right click on your TOOLBAR and select properties.

    Goto the Start Menu tab.

    Hit customize.

    Goto the advanced tab.

The first thing it should say in the scroll menu is Control panel:

    1.Display as link

    2. Display as menu

    3. Don't display

Don't display will probably be checked. Check 'Display as link'
