  1. we can't really "run out" of water, we don't really have anything that destroys water. if you just let all your faucets run, water goes down to the sewer plant where it is cleaned and dropped back into the ocean (or sent back to your city, depending on your city). if you just let your sprinklers run outside, it will soak into the ground water and get pulled back to the nearest river or body of water. it then goes out to see, evaporates, goes to the mountains, rains, and comes back down in rivers. its not like trees, we can't burn up all our water. so the only "wasting" you can do with water is in a time of low rain and river levels, your city has a reservoir for reserve water. if that runs out you will have no water in your city, the rest of the world is fine though. your local farms can suffer because they need water for the plants and animals. but eventually the drought will end and you will have water again.

  2. JohnJ79 has answered well in describing the cycle of water ,.... however I think more like you're asking about human-usable water - ie clean drinking and bathing water... I think you'll find that more people need to be be more conscious of how they use the water that comes out of their taps ... not letting it run excessively, wastage on watering gardens with a sprinkler etc. etc.  the process of purifying water so that humans can drink it (in particular) and the amount of 'clean' water available for human consumption is becoming more expensive ... much of the answer lies in water companies using their huge profits to fix and maintain their leaking underground pipes - and developing desalination works - systems that take the harmful salts and minerals out of sea water so that they it can be used for human consumption .... oh and perhaps helping out with affordable piping to third world countries so that they have more, better access to clean drinking water .....
