or striking first then blue?

the first one is: Chemise sans manche

striking blue hat: un chapeau bleu éclatant

you can't translate striking by : frappant (in that case)

Un dédardeur is not a sleeveless shirt it's a sleeveless tee-shirt.

chemise sans manche. However a shirt whithout any sleeves does not exist, so we say that the sleeves are short: chemise à manches courtes or chemisette. if you wanted to say t-shirt: you can say:

T-shirt à manches courtes or un débardeur or un Marcel ( we use this firstname in French to point a sleeveless T-shirt)

For Striking it depends if the feeling is agreedable or not, if it is ok, you can say: un chapeau d'un bleu éclatant, if it is disagreedable: un chapeau d'un bleu criant.

hat can mean casquette instead of chapeau, if you mean what the baseball players wear... im just saying it cos everyone translated hat into chapeau and i find that a blue "chapeau" is weird...
