  2. Using someone else's WIFI is illegal and the people who do it are being prosecuted according to the news.  So report them.

Go to the IP address 192.168.0.1 for your home broadband router and access the settings, possibly you have added a password, and find the setting to make it secure.

  3. You will need to set up wireless security.  If you connect to the router via a network lead, rather than the wireless, and open http://192.168.0.1 in a web browser, this will take you to the management console.  You may need an admin user id and password for this (check the router manual for the default).  Then look for the wireless settings, in there will be the security sest up - make sure you use WPA rather than WEP as WEP is old and easily cracked.  You will also need to reconfigure your network devices to use the new security settings.

As an aside, do you know which neighbour is using it?  If so, have you spoken to them about it.  Depending on which country you are in, someone using your wireless without authorisation may well be a crime and classed as hacking.  You may want to mention this to them and/or contact your local law enforcement agency.
