  1. No!   This is as sensible as asking if one can drive without a car!(or car substitute such as SUV,truck, bus).  At least,

in this case, you can do a slow substitute by riding your bike.

In order to get wireless internet connection, someone near you must have a wireless router and a dsl or cable modem.

Unfortunately, no routers exists that I'm familiar with to access a dial up modem, perhaps an old macintosh airport would.

Additionally, your PC must have a wireless card.  Most 2005+ laptops have them built in, desktops and most pre 2005 laptops must have them added in.   Don't use the year as absolute guideline, you have to determine whether your machine has a wireless network card if you are interested in a wireless connection.

Please note that all of these are hardware devices so you must have something to connect to the internet.

  2. even your mind and hands are not cordless there are nerves. what? without hardware? you are Joking. Yeah only in dreams

  3. You need a modem to connect to the internet.  If your neighbor is extremely nice and would let you tap into their wireless internet, then you could do that providing you are using a computer that has wireless capabilities, such as a wifi card and that this nice person gives you the appropriate passwords to connect wirelessly to their internet connection.
