How to sew a blanket that has all borders showing?

I am trying to make a blanket with two different materials and want to cut the bottom layer larger so that it can be used as a border, also. I am new to sewing, so if anyone can help out that would be appreciated!

It's called a self-binding. It's a good technique, just bear in mind it will wear out slightly quicker than a bias binding. Here is one way to do it:
