How to sharpen a low quality video???

i downloaded a video from youtube. it's a very important evidence of a bully case. i need to get a clear image of it. coul u guys please help me on how to sharpen the image..???

try adding &fmt=6  to the end of the video url and downloading again

You really cant. You may be able to clear up some of the noise with neat video.....but unless you have the original file, which youtube doesn't have, then you are SOL...
