I had beer bottle rings (It was my 18th on the 29th..) and I sanded the glass down, but how do I smooth the glass now, I have tried a softer finer sander, but it didnt work, and I tried washing it but it still has a chalky look.... I also tried just sanding it on rock... but its still so sandy and off colour.... how do I make it match the rest of the glass that I didnt sand.

Even if you have forgotten everything else about the event, this is the reason you will remember your 18th.  You should have used a good cleaner and some elbow grease.

You have abraded the surface of your table and will not be able to recover the smooth surface no matter what you do.  You could try a power buffer, but you will find that the finest steel wool, the finest pumice stone or rotten stone will not produce a surface as smooth as the original glass surface.

Your only solution at this point is to have the surface sand blasted to a soft frosted finish, or to replace the top.
