Check out community care licensing. first yoiu will need to attend a three session workshop put on by the state and this will give you most of the inforamtion needed. Second it is best to contact NAEYC for ideas or guidelines as you will as how to run a quality program. Then there is an application process involved with the state to recieve your actually liscense, and fire marshal clearences and then of course bank loans and funding.   Good luck.
