  1. I have no idea wheather a single persone can start a FM Radio Station in India or not.

    But you can start a Community Radio Station on FM Band (88-108 MHz) in India as per present Rules & Regulations.

    For that you have to take permission from the Ministry of Broadcast & Communication.  They will allot your broadcast  frequency.

    For more details you can contact with the concerned Deptt. at Sanchar Bhawan, New Delhi, India.
