  1. You need to get a very impassioned group of people together who support your idea and would serve as the board of directors, you need to get letters of endorsement from existing organizations saying your shelter is needed, you need to have data that shows your target group -- the homeless -- is in need whatever service it is that you want to provide and that they are not served otherwise, and you need to have people who are experts in services for the homeless who sign on to your effort.

You need a strategic plan that shows how you would serve the homeless in the first year -- what services you would provide, how you would hire and train qualified professionals, such as counselors, psychologists, facilities managers and others, for work at the shelter, how your activities would be evaluated to ensure transparency and effectiveness, etc. You would need a budget that shows what your expenditures would be for the first year.

And once you had all of THAT, only then could you approach potential funders -- the government, corporations, individuals, etc. -- about funding your efforts.

You would also need to incorporate as a nonprofit organization with your government before raising any money or offering any services.

Perhaps a better idea, since you don't know "how exactly these things work", is for you to volunteer in a nonprofit that provides homeless services.
