How to start writing a memo to an ambassador?

ok, i'm supposed to do an essay in the format of a memo...i'm the assistant to the new US AMbassador...do i start "Your Excellency" or "His excellency"? how do i start this? how should the beginning be like?

You simply begin the letter/memo with the following:

Honorable John Smith or Honorable Jane Doe.

Consider if you will that if your an assistant to the U.S. Ambassador then you are working at that station where the Ambassador is located.  Else, if you are writing TO the Ambassador from say your home in Anytown, Anystate, USA the proper address of the letter (not memo) would be the following:

Honorable Jane Doe

American Ambassador to (Country)

Address follows here.

Then,

Salutation =

Dear Honorable Ambassador.

But seeings you are an Assistant to the Ambassador follow the guideline at the top of this message.

A memo is an internal document; it does not have a greeting.

The standard format worldwide in actual US embassies goes like this:

US Government Memorandum

Date:     16 April 2007

From:     James Schnook, Economics Counselor

To:          Ambassador Smith

Subject:  The Current State of Play of the Olive Treaty

And then you write the text of the message without a greeting.  At most you start like this:

Sir, I spoke today with the Greek Government's Board of Trade and learned that .......

normally it would be your excellency but as it is a US ambassador then call him anything you like.......
