you draw a thin layer of eye liner first, then put the false lashes as close to the lashes as possible, then u apply another layer of eyeliner to cover up some of those white stuff the glue that may sometime leave off

You put the eyelash on first. You put the eyeliner on second. That way the eyeliner can touch up and blend the base of the false lashes to your lids to look more natural. Also if you want put mascara on third so your natural lashes and the fake can blend naturally together.
