The biting is because he's afraid.  If he's young it'll be pretty simple, if he's older it may take a while.  You can help him grow more comfortable with you and your hands by holding him loosely in a towel close to you when first bringing him out of his cage.  Once he has gotten use to that you can begin to let him come out and sit on you.  This works best if you sit on the floor in a small room (like a bathroom) with your knees up at eye level and you let him sit on your knee.  At first, just let him sit there, if he flies off, get him to "step up" on your finger and place him back.  Keep doing this every day for about 15mins at a time until he is comfortable sitting on you.  Don't hold him tight, ever.  Don't try to grab him, even if she's flying.  It's going to take a lot of patience and persistence.  He's got to learn that you're not a threat.
