How to stop eyeliner smudging?

any tips or tricks to prevent it from smudging?

or should i just get waterproof eyeliner

I put face lotion under my eyes and mine doesn't smudge.!

I heard smashbox eyeliner doesn't smudge but I haven't bought any yet.  I think its expensive ($20) but lasts a really long time (years).

Use a base on the skin around your eyes, and also use a waterproof-smudge proof eyeliner.
