Min wax makes a stain called poly-shades that is easy to apply and the stain is already mixed in just add coats until you like

Use 220 auto body paper or use a wet and dry paper. that is also a auto body type paper. Dip it in warm water scuff down. less dust that way. You do not need to sand down to bare wood. Then stain it let dry if need be re stain it. when your ready to put a poly finsih on it use a foam  bush  The black ones get them at any hardware store. Buy using them the foam picks up any dust that is on the stairs.

You don't have to strip it, just sand it so it'll take the darker stain.
