  1. You need to take them to vet who accepts wildlife or to a wildlife rehabber that can care for them and release them when time. This is free as it is wildlife. first they need to be kept warm. Make a nest out of bowl with tissue in it. Put nest in box and heating pad set on low underneath box. Feed handfeeding formula that get at pet store along with chopped up mealworms get at pet store. feed every 30 mins from sun up to sundown. Birds dont eat at night. Do not give water if they are very young as they can choke. Best chance they have is rehab or vet. Good luck. Try to keep cat in better for cat and all wildlife. Good luck.

  2. Do you know where the nest is?  If so, you can put the bird back in the nest and the other parent will care for it.  How big is the chick..if fully feathered it may be a fledgling, a bird that has left the nest on it's own. The other parent may still be around searching for it.. you can try and replace it near where you found it preferably in a tree or scrub where it will be relatively safe from predators.  Keep your cat OUT of this area.  You can watch from afar to see if there are any adults tending to it.  You have to watch continually or you may miss the visits.  If after a couple hours you see NO sign of an adult trying to approach the chick, you need to get it to a local wildlife rehab. Look here for one near you:

Keep in mind, it is illegal for you to care for this bird on your own, they are protected by law.  I would also suggest keeping your cat indoors where it will be safe, and will not be able to harm or kill native wildlife.
