Hate to be the one to break it to you but.... dogs cant talk!

If you mean bark, tie it up and kinda torment it with a toy, when/if it starts barking, use your command you want it to associate with and then praise it and give it the toy.

This will work whenever the dog barks, jus start using your command then praise it. it takes time, but it will start to associate the command with barking

Sign him up for classes.. Most local clubs will offer ' Dog Talk ' classes.
