  1. First of all, when you list the notes of any tuning, use the order of lowest to highest, not highest to lowest, as you did. An easy way to remember standard tuning, E A D G B E, is a handy little quip:

Eddy Ate Dynamite Good Bye Eddy

Now then, for the drop Db:

    1. Your A string at the 4th fret is a Db. Tune your D string to that Db.

    2. Your low E string at the 4th fret is an Ab. Tune your A string to that.

    3. Now tune your low E string to one octave below the Db (D string)

    4. Your newly tuned D string, now Db, at the 5th fret is a Gb. Tune your G string to that.

    5. Your newly tuned G string, now Gb, at the 4th fret is Bb. Tune the B string to that.

    6. Your newly tuned B string, now Bb, at the 5th fret it Eb. Tune your e string to that.

Who needs a tuner unless you are on stage and can't hear your own instrument? I'll never own one. None of them seem to be very accurate.

Also, if it were me, I'd just use Drop D tuning. Much easier and only a half step off.

  2. Get a chromatic tuner.  Down-tune each string until they match your tuning map.  It's simple, but is hard on the strings if you keep down- and up-tuning them and you do need a chromatic tuner.  That's the easy way, at any rate.
