How to turn off pop up blocker on windows vista?

ok, im trying to download msn messanger, but i need pop up blocker off. i apparently turn it off on the computer, but msn says its still on, how do i turn it off to get messanger

When you try to download something a Yellow bar should pop up saying pop up has been blocked > right click on yellow bar and choose what you want.

If this doesn't work start Internet Explorer > click on Tools > Pop Up Blocker Settings > make sure the 2 boxes are checked (Play Sound and Show Information)

DO NOT turn off Pop Up Blocker. If you do you will regret it.

i go up under settings, tools will drop down and it.s there, to turn it off or on.
