Im 100% sure you can't do that. You could call 999 for free and without a sim, I dont think they're very talkative.

umm in theory its possible but the thing is you need to make the call. it wouldn't work otherwise.

unlock your phone, but u might need a unactive sim in it so it boots, then install a viop program named fring. its free for 1-800 numbers but its free for gtalk, and other messengers, basically free to PC calls, and you need a phone with wifi
