How to use a rope to help someone decend (go down) from a rock?

I am looking for instructions which help me with understanding the way and mechanism which can help me support someone decending (going down) a rock or a building by using a rope and some other simple devices.

The best way to learn this would be hands-on with an instructor.  What you are looking for, I think, is belay instruction.  I wouldn't recommend learning it any other way.  You will need a basic understanding of some simple knots (figure 8 loop, overhand, several others that may be useful in specific situations), climbing harnesses (one for the climber and one for the belayer), sufficient rope of the correct material and diameter (probably dynamic climbing rope of a diameter of 10 mm or more), some caribiners, a belay device, and some gloves, something on which to anchor yourself or whoever is doing the lowering or belaying, and finally, someone experienced to teach you and show you how to do it safely.  The basic mechanics of belaying are easy enough to grasp, but for safety's sake, please get someone to show you how to do it.
