Ethanol has several uses.

1 It is an anti-knock additive to improve your engines's performance and long term durability by altering the relative ignition point of the fuel air mixture (technically, an anti knock agent, Ethyl tert-butyl ether (ETBE), is derived from the ethanol, but who's counting?)

2.  In the midwest, 10% at times of gasoline is ethanol, which, due to the subsidization, lowers the cost  of the fuel at a minor cost in performance

3.  Some vehicles can be set up to run on a much higher percentage of ethanol.  (Flexfuel or E-85 vehicles)
