How to use paypal safely? shopping online.?

I am starting to get into online shopping such as Ebay ect. I wanted to know how i could cancel my payment and get a refund after i purchase something and it ended up being a scam. For example I am thinking about buying a game card with loaded game money. The seller said that he/she will send me the pin number of the card via e-mail. There is a chance where he/she might not send me the pin number of that game card so just to be safe i want to know how to cancel my payment and get 100% refund back into my paypal account

the home site www.paypal.com has all the info. I've been using paypal for YEARS, and actually had to file for refund due to the seller not following through. Ebay also has a very large question base. All the information and steps are there. (It's really quite easy. If you should feel scammed, you file a report of fraud with Ebay, and if you've paid via Paypal, you need to report it there as well. Both sites are very friendly and helpful when it comes to dealing with people who are not honest.) GL
