How to use telephone on pc?

i have connected telephone to my pc and i want to handle calls from pc. how can i call and receive calls from pc without using internet?. i m using vista home premium.

with a phone-modem....! but then you will need the software....or the magicjack....but you also will need the Internet....in other words....no matter what you choose....you will need the Internet!

unless with a VoIP provider directly thru the router, but its not free!!
