  1. First tip: Write it according to your audience... which you already have.

    1. Try to make it personal (president of the council, by name if possible)

    2. No acronyms or shortcuts

    3. Establish the purpose of the letter, and who you are, in the first paragraph

    4. State your case. why you deserve your request

    5. Be clear on how you would like your request to be handled without being demanding. (I would appreciate it if you can ... do this. NOT: I WOULD LIKE OR I WANT)

    6. Make sure there is a continuity among the ideas (and paragraphs) Close with "Respectfully"
