  1. First question - does your DVD player on your TV handle JPG files?  Check the owner's manual - not all of them do.

Second question - do you have a DVD recording drive on your computer?  Some DVD drives are read-only, or will read DVDs but only record CDs.

In fact the second question may not be needed, as most DVD players will also play CDs, so you don't really need to record on a DVD - a CD will do, it just won't hold as many pictures.

So: assuming you have a burner on your computer, and a DVD player that can handle JPEG files...

Use whatever software you have (Nero is popular, but there are lots of alternatives) that can burn CDs or DVDs, just select your JPG files that you want burned, and tell the computer to burn them on the CD or DVD.  I would go through the files first - some of the images may need to be rotated to make them view correctly.

The disk will need to be "finalized" before it will play on a standard DVD player.  Make sure "finalize disk" is checked, or "multisession disk" is NOT checked.
