You can't "pre load" PayPal.  If you have a zero balance when you go to pay for something (eBay) then it will automaticly pull from your credit card.  

If you have a balance because someone transfered money to you, you have 2 choices, move it to your bank account (takes 4 business days) or use the PayPal debit card (you need to request it) and go to an ATM and pull the cash out.
