His presidency was during a time of great turmoil within the nation.  There was a severe economic depression in 1819 and there was political infighting between nationalists and state rights advocates. The division over slavery was beginning to take root.  He signed the Missouri Compromise in 1821 which allowed a slave state to enter the union as long as a free state was also admitted.  This provided for the admission of Missouri as a slave state along with Maine.

    Monroe is best known for his foreign policy.  Drafted by Sectary of State John Quincy Adams was the Monroe Doctrine.  This was drafted to prevent Spain from seeking to reclaim its Latin American colonies with help from other European powers and to dissuade others from attempting to fill the void. The U.S. recognized the governments of these new independent republics and vowed to defend their right to exist as nations, with force if necessary, from European aggressors.  It was a bold move given the U.S. did not at this time have the military power or resources to back up such a threat.
