How we categorized a five star hotel?

what all are the mandatory terms to establish a five star hotel? who have the authority to rank the hotel as per the facilities provided by a hotel?

Classification in hotels is different for every country. it's based on standards and facilities offered. But a 5 star hotel in Cyprus is different  than a 5 star hotel in Bali. The services are different so the classification is measured differently. The quality of accommodation, the restaurants, pools, even elevators, the variety of facilities ( gym, playroom, internet access, venues etc). So if you want to know more about categorizing a 5 star hotel in your area you should ask you local "organization"  for example in Greece we have the Greek Tourism Organization and the Greek hotel Champer.
