This is a very difficult issue, even America, and many countries in Europe had this problem and still have this problem today. But India has a big problem, a sum of cash can let anyone go, even for murder. I think that the only way to solve this problem is for the President or Prime Minister to first  fire all the current cops, and hire new ones by finding a group of trust worthy people. Elections for a Judge and Judicial Court could also help and people should be able to report any problems directly to the Police without being scared. We should first start to monitor cops and make a place in which people can report officer or Judicial abuse, then we can replace these persons with trust worthy people. This sounds like a good idea, though it can take many years to solve. Hope this answered your question.
