  1. Depends on what kind of language you are talking about, formal languages (calculi) are entirely man made and follow from logic.

    Spoken languages generally evolve and are not man-made, except in cases where someone comes up with a fantasy language, like klingon.

    People speak slightly differently for the same reason they look slightly different.

    Accents follow from the same way people within a country can vary.

    We all are capable of widely the same range of phonemes though.

  3. If i remember correctly you need to read about Babel.

    When god created man there was one universal language and man built the tower of Babel to reach up to heaven. This angered god who destroyed the tower and so that man could not converse made them speak different languages so they couldn't understand one another.

    Hence the origin of the word : Babbling

  4. Originally there was one language. People migrated to different regions e.t.c and over time formed civilisations and the languages changed.
