How will I know if I can grow a beard?

Hi all,

I am a 20 year old male, average height and weight, otherwise very healthy.

I really want to grow a beard, or at least a goatee, but the hair just doesn't want to grow on my face. If I don't shave for a while I do get a patchy growth of long, curly hairs, but it's not very thick and I don't really think you could call it a beard.

So, if you're beard-able, should you know by 20, or do some guys take longer to be able to grow one. I've always been a bit of a late bloomer, but facial hair is new to me so I'm asking you, oh old men of Yahoo! answers.

im 17, and i get patches every now and then,i shave them off though because i look stupid,yes i know,3 years youger than yo but what ever!
