How will Ukraine make Russia pay to use their Territorial water rights for Russian Ships to return to Russia?

I was just wondering if they were going to bill them or how they would collect?

The Russian Naval Fleet is not returning to Russia. They would try to return to Sevastopol Naval Base, home of the Russian Black Sea fleet which is wholly owned by the country of Ukraine and leased to the country of Russia.

While Russia leases the facilities does not mean they have full control over the naval base or what ships and subs may be based there. (see 2nd link)

Ukraine could, in effect, close the door to the naval base forcing Russia to sail to another of their naval bases.

Ukrainian southeast is somewhat prorussian, check distribution of votes during elections.

They'll possibly sabotage attempts of the president. By the way presidential party has very low ratings there. The strongest pro-western party of Timoshenko seems to be waiting and watching, like Merkel for example.

It is not all that clear in European position about Georgia.
