  1. flouride is something that helps to strengthen your enamel, the outtermost layer of your teeth.  That layer is the most mineralized, about 98%+.  the stronger that layer is, the less chance you have of developing decay.

This is how decay works: your teeth are composed of three levels: first is the enamel, then the dentin, then the pulp.  when you first develop decay on the enamel, you can still make it go away, provided that the decay hasn't extended into your dentin.  Once it's into your dentinal layer, you have to get a filling.  if the decay goes all the way to your pulp, you're going to need to get a root canal.

Flouride, whether it be in your toothpaste, your mouthrinse, or the water you drink, only helps your enamel layer to recalcify, getting rid of the decay. That is why it's present in drinking water, esp those around schools, where children drink from the faucets regularly.  Not everyone sees a dentist on a regular basis, and children are notorious for not brushing/flossing on a regular basis.  The flouride is there to help them strengthen their enamel layer, to help prevent decay, not as a conspiracy.

  2. The amount of information I've read regarding the fluoridation of tap water, particularly in the western part of the world has been mostly negative.

First off,  fluoride is a corrosive substance and isn't absorbed by ingesting it.  The more fluoride that is ingested, especially by children, causes a condition called dental fluorosis, an indication of fluoride poisoning where discolouration and weakening of the teeth occurs.  This mainly happens in children because products like toothpaste are made to taste like candy, which increases the chances of children swallowing it.  We all know that it states directly on toothpastes that children AND adults aren't ever suppose to ingest it.

Fluoridated water also causes skeletal fluorosis, gastrointestinal problems such as nausea, vomiting, diarrhea, heart problems, hyperthyroidism, and many other diseases, including cancers. These symptoms occur because fluoride changes into fluorine within the body, which extremely toxic.

Fluoridated water does more harm than ANY good. Some dietary supplements, beverages, and teas also contain fluoride.  European countries have stopped fluoridation of their water because of the potential dangers it poses.  Why is this side of the world still trying to promote this pratice?
