  1. To be an actual board member, the NTSB has five Board Members, each nominated by the President and confirmed by the Senate to serve 5-year terms. A Member is designated by the President as Chairman and another as Vice Chairman for 2-year terms. The Chairmanship requires separate Senate confirmation. When there is no designated Chairman, the Vice Chairman serves as Acting Chairman.

    To work for the NTSB, is a bit different.  You would want an education that was strong in science, perhaps engineering, and other disciplines that would be helpful in determining and how things fail.  You could also work from the human side of the equation.

    Since you've posted this question in the aircraft section, I assume that's where your interest lies.  As you may know, the NTSB does not exclusively investigate aircraft accidents, but investigate incidents and accidents in most modes of transportation.

I think what you are asking is how to become a NTSB accident investigator.  The NTSB requires you to hold certain FAA pilot certifications such as a pilot certificate to start with.  Next a college degree in something that relates to aircraft design, structures, engineering, systems, electrical and etc.

    They you apply and start the process of waiting for an opening.  I happen to work with the NTSB accident investigators all the time.  I also perform accident investigation with a different set of nine responsiblies.  I give my report to the NTSB and they make the final determination based on facts I provide.  In some cased the NTSB will not show up at an accident site due to budget cuts within the agency or just lack of funds.

    The best way is to go the NTSB web site and read what the vacancies requirements are and plan from there.  Or you could apply to work for the FAA Flight Standard Branch as a field inspector who perform most of the accident investigations and are trained to do this task.  You can find vacancies on the FAA web site at http://www.faa.gov
