How would I go about making my hair look like this?

Basically like this texture, and how it flips on the sides. Mine is pretty much like this, only it's a little thicker, doesn't look as smooth, and doesnt flip as much. I'm not really looking for gels/wax/any kind of creams. Best answer to first person who gives me a good one =\
