What state do you live in? The minimum age varies but it's usually at least 25. In the meantime get involved with your local Republican/Democratic/whatever Party so that in a few years you'll have done some networking and then just run in the state primary to get on the ballot.

And no TS, some states do have a House of Delegates. Every state has their own name for it (i.e. in California it's the State Assembly, in Texas it's the House of Representatives, etc).
