How would I transfer money from a paypal account into a google merchant?

You have to go through the process of purchasing with the merchant and you will then be asked for your details. Most merchants accept and prefer paypal.

You can't unless the merchant also accepts paypal. You could always transfer your paypal balance to your bank, get a debit card with that money, use the debit card  on google checkout.
