  1. As the proposed changes stand at the moment, the huge increases will be backdated only to 2001 vehicles, i.e. those which are taxed under the graduated emissions scheme (band A, band B, etc.).

    Pre 2001 cars are to remain under the basic two-tier system (currently £185 if over 1549 c.c., £120 if under).

    It is the date of ORIGINAL first use which counts, not the date of first U.K. registration, so your 1996 import should not be affected -- Other than by the usual small annual increases to the standard rate.
