How would authorities deal with an accident on a packed highway ?

If there is no way for the ambulance/police to get past the heavy traffic to the accident .. how would they deal ?

Generally - shoulders are free of traffic - you use the shoulder.

If it is wall to wall traffic - there is still gaps in vehicles and I have seen it where when these gaps are closed, a path for emergency vehicles can be made - but this takes forever (no really) but the response time is awful.

The other option is to respond from the opposite direction on a divided highway.
