Replace the motor, controller and battery.

Depending on the motor and controller you might be able to get a way with a moderate increase in battery voltage using the existing motor and controller, but you would run some risk of frying one or the other.

If you want to reduce the battery voltage (seems unlikely) I suspect there would be little problem using the existing motor and controller, except of course, reduced performance.
