Not sure but tell him to try your local council, their housing dept have contractors in so he might find out how to bid for a tender in that area, or if you have a local branch of an insurance company, eg NFU, Prudential, they might be able to give you ideas how to go about it. Also try Age Concern as another avenue, a reliable, honest plumber is worth his weight in gold and if he is this then he'd get plenty of work, OK maybe not as well paid as insurance jobs but...
