How would the materials that are given out by disposing electronic items effect the environment?

Among other toxins, computers have mercury. Dumps are closing and moving garbage in to the ocean is horrible to the marine-life. Burying toxins is very scary for future generations, underground water tributaries, soil contamination, etc. Limit TV's and Phones and Computers to 1-per house.  Sounds drastic... but it is the way it was just 20-30 years ago and we survived.   Maybe that would help. Is there a rehab for electronic junkies?  :)
