Use your talents. Call your local representatives and tell them the problems then ask that they assist your community. Go to your local City Hall for example and talk to your Mayor. Let them know about the problems. Call the Local radio station and Television Station and get them to start talking about the problems. Get local Clergy to talk about the problems with officials and be a spokesperson yourself. Get local non-profits involved. Call United Way in your area. Call the nearest office if there is none in your area.

If you mean it just like you typed it then bring in tons of illegal immigrants (and make sure they can't be 'oppressed' by requiring them or employers to obey laws). Believe me, it works. If you meant the opposite then enforce laws protecting citizens and try to create jobs.
