How would you approach a guy?

My brother just got out of prison and he really looks good. I mean he really looks good. Since he doesn't have a girlfriend I was thinking about making a move but I don't know what to say. I don't want it to be a strictly sexual thing but I don't think he is real relationship material. I really don't know what I should say to him. I asked our mom what I should do and she told me to just go for it but I'm not as bold as her she already approached him and he turned her down. Please help!
