How would you develop a rapport with someone in a letter before stating to him what the letter is complaining about?

Begin with a brief positive statement for example;  I have been shopping here for many years because I have always been treated so well by the employees here however ( insert complaint here). Try to end on a positive note as well but make your letter as brief as you can, do not ramble. Come to the point, stay there, then close.

You have to go the positive-negative-positive route. Start with what you like then explain what was wrong and end with I would love to come back when such-such is fixed. Also make sure and explain how loyal you are to them and how disappointed you are.
