photobucket has edited tools upload a pic and click edit just play around with it

save your pic in a photobucket album...click the "edit" tab then I think it is under "effects" and it'll show you and example of that...and there you have it!

Thats a pop arted effect layer over a normal layer.

if you need it to be free, you can do it in photoshop.

Open the photo and click edit

then go to layers and make a duplicate layer

click the effects tab and click pop art

go back to layers and turn the opacity down until it looks right (I did about %40)

then save.

I did one of myself for an example AND to make sure I gave you the right instructions, http://i17.photobucket.com/albums/b61/vi... it CAN also be done with photoshop, but I am assuming you don't have it. If you would prefer photoshop instructions email me.
